Horse Pasture, located in Henry County, Virginia, is relatively distant from the coast as it is situated in the southern part of the state. It is nearly 200 miles away from the Atlantic Ocean, keeping it relatively safeguarded from the immediate impacts of a direct hurricane; however, it is not completely immune to the numerous disturbances brought on by the proximity of such storms. Historical data indicates that the town is not particularly flood-prone, even when subject to heavy rainfall. This is significantly influenced by its topography, especially as it has a mean elevation of roughly 850 feet. The threat largely comes from associated precipitation exacerbating local conditions, causing flash floods and torrential rainfall which, in turn, leads to property damage and potential loss of life. In terms of previous impacts, in the last 30 years, two major hurricanes have had significant effects on Horse Pasture: Hurricane Fran in 1996 and Hurricane Isabel in 2003.
