Despite being more than 300 miles inland from the Atlantic coast, Grundy, Virginia, is not entirely free from the impacts of hurricanes. Historical storm data show that although the impact of hurricanes typically decrease over distance, heavy rainfall from decaying hurricanes or tropical storms can pose significant risk of flooding in Grundy due to its high elevation and the surrounding rugged, mountainous terrain, which funnel water into the town. Additionally, because Grundy is located in a narrow valley alongside the Levisa Fork River, it has a particularly high risk of flash flooding. The river can dramatically increase in volume from heavy rain, threatening homes and businesses along its banks. This town has a severe history of floods which significantly increased after the land was stripped for coal mining, hence increasing runoff during heavy rainfall events. Over the past 30 years, Grundy has experienced numerous flood events with some of the most devastating ones being associated with hurricanes. Hurricane Fran in 1996, for example, caused extensive flooding in Grundy as moisture from the hurricane merged with a stationary front over the Appalachian region. In 2001, Grundy was again heavily impacted by flooding as a result of the remnants of Tropical Storm Allison interacting with a frontal system. In 2004, the remnants of Hurricane Jeanne led to widespread flooding affecting about 75% of homes and businesses in Grundy, causing major disruptions and economic losses. Such historical precedents necessitate the development of comprehensive and well-coordinated hurricane response plans for the town of Grundy.
