Keller, Virginia, situated in Accomack County on the Eastern Shore of Virginia, is vulnerable to high-intensity hurricanes given its coastal proximity to the Atlantic Ocean. While the town is significantly challenged by its close distance to the coast, the flat topography and fairly low elevation can increase the potential of storm surge flooding during hurricanes. The National Hurricane Center addresses this likelihood with the designation of Keller, along with much of Virginia's Eastern Shore, as a Storm Surge Hazard area. Indeed, most coastal storm surges of the past have inundated major parts of the town and surrounding low-lying areas, putting vital infrastructure, residences, and agricultural lands at serious risk.
Historically, Keller and the surrounding Eastern Shore have been impacted by several significant hurricanes and flooding events in the last 30 years. In 2003, Hurricane Isabel resulted in record storm surges and tidal flooding in Accomack County. In 2011, Hurricane Irene and the Tropical Storm Lee following in its wake caused severe riverine and coastal flooding, impacting residential structures and roadway systems in Keller and its vicinity. Again, in 2020, Isaias, a category one hurricane, brought heavy rain to the region, causing flash flooding and wind damage. Consequently, robust disaster mitigation plans and stringent building codes must be adhered to for better resilience and recovery during hurricane events.
