Cutler Bay is located on the coastline of Miami-Dade County in south Florida and is, therefore, highly susceptible to hurricane threats and the associated risks such as storm surge, high-velocity winds, heavy rainfall, and flooding. The town is just a few feet above sea level, which exponentially increases the risks of flooding, even from comparatively mild tropical storms. The extremely flat topography of the region also severely limits water runoff, further exacerbating the flood risk. Historically, the area has been impacted by storm surge flooding from hurricanes due to its low-lying nature and proximity to the Atlantic Ocean and Biscayne Bay. Over the past 30 years, several major hurricanes have directly impacted Cutler Bay, the most significant being Hurricane Andrew in 1992. Andrew was a Category 5 hurricane that brought severe destruction, including loss of life and devastating property damage. More recently, Hurricane Irma in 2017 led to significant flooding in Cutler Bay, compelling emergency rescues due to rising floodwaters. Tropical storms and lesser hurricanes, such as Katrina in 2005, have also caused substantial flooding in low-lying areas. Given the threat of rising sea levels and potential climate change impacts, Cutler Bay remains vulnerable to major hurricane impacts and extreme flooding. This underscores the need for continued improvements in hurricane preparedness and infrastructure resilience to protect this coastal community.
