Highland Park, Florida is a landlocked town located in inland Polk County, over 130 miles northeast from the Atlantic Ocean and approximately 65 miles east of the Gulf of Mexico. Despite its substantial distance from the coastline, this region is no stranger to hurricanes or the heavy rains they bring, which can lead to substantial flooding. Additionally, the town's low elevation further increases its vulnerability to flood conditions. Historically, since 1995, the county has experienced around 20 major flood events, most of which have been associated with tropical storms and hurricanes. In the past 30 years, Highland Park and the surrounding region have had encounters with several major hurricanes. Notably, in 2004, three hurricanes -- Charley, Frances and Jeanne -- took turns to ravage the area with torrential rain, strong winds, and destructive floodwaters. In 2017, Hurricane Irma also caused significant damage due to strong wind gusts and heavy rainfall. The surge of precipitation during these extreme weather events often exceeds the ability of local waterways to cope, leading to serious flooding issues. Thus, hurricane preparedness for Highland Park must consider not only wind damage but potential flooding and rainfall-associated complications which have historically been the primary causes of storm-related damage in the area.
